An increasing amount of information being transmitted over the Internet is in image form. This trend includes medical images used in diagnosis or research. Such information has not been processed in the past with concern for security or privacy and most privacy and security control is oriented towards text. While human librarians are becoming increasingly sophisticated in their use of the Web, they are only part of the solution. We need more powerful automatic reference tools to help people efficiently retrieve high quality information from the Web. Typically, reference librarians are not specialists in the topic of inquiry (e.g., computational fluid dynamics) but they are expert in identifying relevant resources (e.g., The International Journal of Fluid Dynamics) and appropriate strategies for obtaining the necessary information. The central objective of this proposal is to create software agents that posses this kind of 'reference intelligence', which assumes only a very limited understanding of complex topics but relies on a very sophisticated understanding of how and where to find additional information. Obstacles to reuse include the many methods of course delivery and of storing content. Collaborative resource discovery has been identified as a valuable component of active learning and as being appropriate for many science courses. Obstacles to successful collaboration include the lack of simple tools that could be used spontaneously. Obstacles to resource discovery are the lack of structured repositories, cataloging and publishing tools on the web. Search engines produce too many hits and provide no qualitative evaluation of the resources discovered. Domain specific libraries exist that solve this problem but there are simply too many diverse libraries with no unified access. Our vision toward solving these problems is of flexible, extensible digital course objects that are persistent, ubiquitously accessible, and come with a teacher ``seal of approval''. We propose development of an Undergraduate Digital Library Framework (UDLF) and a reference implementation to support an undergraduate Science, Mathematics, Engineering, and Technology Education (SMETE) digital library.
The proposed research builds on three ongoing projects of the digital library research group at ODU. The NCSTRL+ project and the Interoperability project provide the core technologies for UDLF and the TechEd project will provide content. The TechEd initiative, funded by the State of Virginia, will offer an entire undergraduate program using technology-based distance learning methods to realize an active-learning paradigm. NASA is funding the development of NCSTRL+, which will provide the ability to classify material and associate appropriate terms and conditions (e.g., who can access what) with parts of the material. The Interoperability project strives to integrate existing digital libraries by developing XML specifications of the external behavior of existing libraries and an engine that can use these specifications to provide a transparent interface to the user, giving the user access to all included libraries.

from the NSF Award 9816026 Planning Grant for the Use of Digital Libraries
in Undergraduate Learning in Science, which runs the duration of 10/1/1998
to 9/30/1999. The contents of this bucket will undergo periodic revision.
